In accordance with the order of the Cabinet of Ministers of the Republic of Azerbaijan No. 9 of 13.01.2022, Ukraine is included in the list of countries whose citizens can enter the territory of the Republic of Azerbaijan by air transport without quarantine restrictions if they have: a valid foreign passport; a document confirming completion of a full vaccination course; the presence of a certificate of a negative result of a PCR test, made no later than 72 hours before crossing the border.

At the same time, for foreigners, including citizens of Ukraine, in accordance with the decision of the Operational Headquarters of the Cabinet of Ministers of the Republic of Azerbaijan dated April 5, 2020, the ban on crossing the land borders of the Republic of Azerbaijan by land transport continues to apply.

The decision of the country regarding the acceptance of temporarily displaced persons from Ukraine has not been adopted by the Government of Azerbaijan.

Mode of entry: Visa-free

Visas are not issued. Entry is carried out using foreign passports. The term of a one-time stay should not exceed 90 days. In order to extend the stay for more than 90 days, if there are relevant reasons, it is necessary to apply to the State Migration Service of the Republic of Azerbaijan for the issuance of relevant permit documents.

ATTENTION! Within 15 days from the date of entry, it is necessary to register in State Migration Service of Azerbaijan. The procedure is carried out by the receiving party by sending the questionnaire to the e-mail address of the specified Service.

When entering for a period of less than 15 days, registration is not carried out. A fine of 300 to 500 manats is charged for violation of the migration regime. Additional documents are currently not required upon entry.

Should we apply for refugee status?

After arriving in Azerbaijan, you can contact the State Migration Service of the Republic of Azerbaijan in person. The decision to grant refugee status is made by the State Migration Service within three months from the date of registration of the request for refugee status.

What entry restrictions apply due to the COVID-19 coronavirus and what documents must be presented?

Crossing land borders for citizens of foreign countries (including Ukraine) is currently impossible due to quarantine restrictions.

From 13.01.2022, citizens of Ukraine are allowed to enter the Republic of Azerbaijan in the presence of a certificate confirming a negative PCR result for the diagnosis of coronavirus (COVID-19), obtained no later than 72 hours before crossing the border, and a document confirming completion of the full course vaccination (two doses (one dose in case of vaccination with Johnson & Johnson and Sputnik Light vaccine).

What to do if the validity period of the foreign passport expires. You have a child without a foreign passport:

During the period of martial law in Ukraine, on March 1, 2022, Resolution of the Cabinet of Ministers of Ukraine dated February 28, 2022 No. 170 “Some issues of entering information into the passport of a citizen of Ukraine for travel abroad” entered into force and will be in effect for a year from the date of termination of martial law in Ukraine

According to the Resolution, the Temporary Procedure on entering certain information into the passport of a citizen of Ukraine for traveling abroad (hereinafter referred to as the foreign passport) was approved, namely:

  • in the case of the expiration of the validity period of the foreign passport, such passport can be extended. The term of possible extension of the passport is up to 5 years;
  • extending the validity of a foreign passport can be issued no earlier than 3 months before the expiration of the passport;
  • the foreign passport of a child up to 12 years old can be extended for a period no longer than the period of its issuance;
  • data of children under 16 years old, if they do not have a foreign passport, mmust be entered in the foreign passport of the parents with a photo card of the child/children pasted with their personal data. Such information about the child certifies the identity and confirms the Ukrainian citizenship of such a child.

The legal representative submits the following documents to the Embassy of Ukraine in the Republic of Azerbaijan to enter information about the child in the foreign passport:

  • foreign passport;
  • application for entering information about the child in the foreign passport;
  • a birth certificate or a document confirming the fact of birth, issued by the competent authorities of a foreign state;
  • In the absence of a birth certificate, the legal representative can submit an extract from the State Register of civil status acts of citizens about the state registration of birth;
  • two photographs of the child measuring 3.5 x 4.5 cm (the background for photographing the person must be homogeneous, light (white or light gray) and contrast with the person’s face, clothes, hair (if available);
  • a document confirming the authority of a person as a legal representative.
  • Documents issued by the competent authorities of a foreign country, which are submitted for entering information about a child in a foreign passport, are certified in accordance with the procedure established by law, unless otherwise stipulated by international treaties of Ukraine. Such documents are submitted with a translation into Ukrainian, certified by a notary.
  • Entering information about the child is carried out on the day of the legal representative’s application – free of charge.
  • The entry of information on the extension of its validity into the foreign passport is carried out on the day of application by the person in whose name the passport is issued or his legal representative – free of charge.

Border crossing with pets:

An International Veterinary Passport with an indication of rabies vaccination (minimum 30 days before entry and maximum 1 year after vaccination) is required to bring domestic animals to the territory of Azerbaijan from other countries.
