Are there special conditions of entry and assistance for temporarily displaced citizens of Ukraine who leave the country because of the war?
All checkpoints on the Ukrainian-Belarusian border are closed from February 28, 2022, in accordance with the order of the Cabinet of Ministers of Ukraine dated February 26, 2022 No. 188-r “On the temporary closure of some checkpoints across the state border and checkpoints”. At the same time, citizens of Ukraine can return to Ukraine through checkpoints and control points on the Ukrainian-Belarusian border.

Social security of temporarily displaced citizens of Ukraine
There is no special regulatory act that would provide social security for temporarily displaced citizens of Ukraine in Belarus.
Medical care
Citizens of Ukraine staying in Belarus are provided with paid medical care, with the exception of emergency medical care.
The possibility of extending short-term stay and visas for citizens of Ukraine
There is a visa-free procedure for crossing the border between Ukraine and the Republic of Belarus. Citizens of Ukraine have the right to stay for 30 days without registering with the authorities of the migration service of Belarus.
Should I apply for official refugee status?
Temporarily displaced citizens of Ukraine may apply for official refugee status.
There are no restrictions on entry to Belarus for citizens of Belarus, foreign citizens and stateless persons.
Foreigners and stateless persons, with the exception of certain categories, also need a PCR test or vaccination certificate upon entry.
Who does not need a PCR test when entering the Republic of Belarus:
- citizens of the Republic of Belarus, foreigners who have a permit for permanent or temporary residence in the territory of the Republic of Belarus;
- foreigners traveling on diplomatic and official passports, on passes (travel documents) of the United Nations Organization or on travel documents of the European Union, as well as members of their families who are together with them;
- foreigners arriving in Belarus in connection with the socio-political situation in Ukraine, including subsequent transit through the territory of other countries;
- citizens of the Russian Federation heading to the Republic of Belarus through the Belarusian-Russian section of the border;
- to heads and members of official delegations;
- foreigners who provide international technical, foreign free and other assistance to the Republic of Belarus;
- drivers of vehicles during international road transportation, as well as transportation of international postal items;
- members of aircraft crews, vessels of inland water transport, train crews, locomotive crews, conductors of freight cars of international railway connections;
- foreigners who are heading to the Republic of Belarus on notification of a serious illness or the death of a close relative, husband (wife), as well as persons accompanying them;
- foreigners who transport stem cells and organs for transplantation;
- foreigners transiting through the territory of the Republic of Belarus and having documents confirming departure from the Republic of Belarus within 24 hours;
- foreigners transiting through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for driving the section of the Slavutych highway -Chornobyl NPP, which passes through the territory of the Republic of Belarus, by employees, vehicles and cargo of the Chernobyl NPP and who conduct activities in the exclusion zone, as well as by foreign specialists involved in the implementation of international projects for the closure of the Chernobyl NPP, dated January 20, 2009;</li >
- foreigners arriving in the Republic of Belarus at the invitation of legal entities registered in the Republic of Belarus (passing across the border is carried out in the presence of an invitation or its copy on a paper medium);
- The invitation of a legal entity is understood as a document that invites a foreigner to visit the Republic of Belarus with the business, official purpose of the trip.
- Invitation of a foreigner to the Republic of Belarus for the purpose of tourism, receiving medical assistance, health improvement is not an invitation for the purpose of a business trip.
- Foreigners who arrive in the Republic of Belarus under concluded contracts for the provision of tourist services for conducting a hunting tour.

If the validity period of the foreign passport expires or has expired, it is necessary to contact the consular department of the Embassy of Ukraine in the Republic of Belarus (Minsk, 51 Starovilenska St.).
What to do if you have a child without a foreign passport?
If your child does not have a separate passport of a citizen of Ukraine for traveling abroad, you can enter information about the child in your passport of a citizen of Ukraine for traveling abroad. For this, it is necessary to contact the consular department of the Embassy of Ukraine in the Republic of Belarus in Minsk. You need to have the original passport and a copy of the passport, the original and a copy of the certificate with you
birth certificate and two 3.5×4.5 photo cards. Information about children under the age of 18 is included in parents’ passports.
We draw your attention to the fact that only the data of children who are citizens of Ukraine are entered into the parents’ passports.
