Are there special conditions of entry and assistance for temporarily displaced citizens of Ukraine who leave the country because of the war?
Humanitarian visa
The resolution of the Government of Brazil on granting humanitarian visas for Ukrainians entered into force on March 3, 2022, and was extended until December 31, 2024.
The duration of this visa is from 6 months to 2 years (further it can be extended). This visa gives resident status and allows you to work in the country.

Regarding the extension of the validity period of the Resolution:
To obtain a humanitarian visa, it is necessary to contact the Brazilian Consulate in Warsaw, Budapest, Bucharest, Prague or Bratislava, or the nearest Brazilian Consulate or Embassy in another country.
Necessary documents:
Travel document (passport)
Availability of a plane ticket or a letter of guarantee from organizations about the possibility of purchasing such a ticket (in the case of submitting documents outside of Brazil).
• A completed application for obtaining a humanitarian visa
• Certificate of no criminal record (for the previous 5 years) or a declaration of no criminal record, in case it is impossible to obtain a certificate (to be filled out at the embassy/consulate).
• Birth certificate (for minors), marriage certificate – can be accepted regardless of translation and notarization.
Ukrainians can also enter the country as tourists and apply for a residence permit already on the territory of Brazil. For this, you will need to contact the local office of the Federal Police.
Importantly!!! Ukrainians who have overstayed (90 days) in accordance with the visa-free regime agreement between Ukraine and Brazil can enter the territory of Brazil only if they obtain a humanitarian visa at the Consulate or Embassy of Brazil.
Ability to enter the country without vaccination certificate/passport. The possibility of entry in the absence of a passport for traveling abroad or other necessary documents (according to the decision of the Brazilian consular authorities, after granting a humanitarian visa).

As a result of the Russian military aggression in Ukraine, the Ukrainian-Brazilian Central Representation (RCUB), representing the Ukrainian diaspora in Brazil, initiated the creation of the Comitê Humanitas Brasil-Ucrânia (https ://humanitasbrasilucrania.ong.br/hbu), with the support of dozens of Brazilian civil and religious communities, to provide solidarity and humanitarian support to the Ukrainian people and coordinate the process of reception, support and adaptation of Ukrainian migrants who will arrive in Brazil. The possibility of extending short-term stay and visas for citizens of Ukraine
A citizen of Ukraine who is already in Brazil, regardless of the migration status in which he arrived in Brazil, can apply for a residence permit to one of the units of the Federal Police.
Should I apply for official refugee status?
A humanitarian visa gives the right to stay in the country for two years. During this time, you can apply for official refugee status.
To enter Brazil, foreigners must present:
– confirmation of full vaccination against Covid-19;
Or
– confirmation of an antigen or RT-PCR test with a negative or indeterminate result for Covid-19, carried out the day before departure.
Confirmation of vaccination or testing must be provided prior to boarding to the airline responsible for the flight. If the entry is by land transport, the documents must be presented at the land control point or to the persons responsible for international road and rail passenger transport.
* Rules for children :
– children under the age of 12 are exempt from presenting proof of vaccination or tests;
– for children over 12 years of age, general rules apply (mandatory proof of vaccination OR negative test).
The document confirming vaccination must be printed or electronic (a document containing only a QR-CODE is not accepted).
The document must contain the name of the traveler, the trade name or the name of the vaccine manufacturer, the dose(s) administered and the date(s) of administration of the doses.

Information on simplifying the import of cats and dogs
As a result of the armed conflict in Ukraine, for the entry into the territory of Brazil of dogs and cats accompanying repatriated Brazilian citizens and foreign refugee citizens, the presentation of an International Veterinary Certificate (CVI) issued or approved by the veterinary authorities of the countries of origin of these animals, as well as presentation of a vaccination certificate or any other medical certification upon entry into the country is not necessary.
Upon arrival, passengers will be instructed International Agricultural Surveillance Agency (Vigiagro) on the internal sanitary procedures to be adopted for animals.
