Who is this information intended for?
According to the EU Directive, temporary protection is granted in Croatia to the following persons:
- citizens of Ukraine who lived in Ukraine until February 24, 2022;
- persons who have a refugee card or additional protection status in Ukraine;
- family members (for example, spouse, roommates, children under 18 or the mother of a child under 18 who meets requirements) of any of the persons listed above.
In order to be covered by the directive, individuals must have left the country on or after February 24, 2022. A person who needs protection, but does not meet these requirements, can apply for asylum.
Croatia: reception information
What documents must be provided for entry?
Persons belonging to the category of “displaced persons” from Ukraine must report their status as displaced persons to representatives of the authorities at border crossings. If you belong to the category of an immigrant from Ukraine, you will be able to enter Croatia even without a travel document that gives the right to cross the state border.
How to enter the country without a biometric passport?
A biometric passport is not required to enter Croatia. Persons who belong to the category of displaced persons will be granted the right to enter, regardless of the presence of a travel document.
How long is it allowed to stay in the country?
The Institute of Temporary Protection was launched by the decision of the Council of the European Union dated March 4, 2022. With this decision, all EU member states introduced the institution of temporary protection in their countries. If you meet the necessary conditions and receive temporary protection, you can stay in Croatia until March 4, 2023. If the reasons for granting temporary protection remain, its validity period can be automatically extended twice by 6 months (until March 4, 2024). If the reasons persist even longer, the EU Commission can propose to the EU Council to extend the temporary protection for another year (until March 4, 2025). While temporary protection is in effect, you can stay in Croatia.
Are there any Covid requirements and if so, what are they?
It is not necessary to be vaccinated to enter Croatia. However, if a person is not vaccinated, he will be checked at the border.
Where to register to get temporary protection?
To get temporary protection, you can register at the following places.
- During border control at border crossings.
- At the nearest police station.
- Through the online application for temporary protection (the Ukrainian language is available in the upper right corner of the screen).
- If you are in a collective accommodation facility, you can submit a request to the police officers responsible for the facility.
How long do you have to wait to get the status of a person under temporary protection?
After a person applies for temporary protection, the average waiting time is 2-3 weeks.
What rights are granted while waiting for temporary protection?
You will be provided with housing and food while waiting for temporary protection. If necessary, you can seek medical help.
After receiving temporary protection, you have the right to:
- sojourn;
- identification card of a foreigner who is under temporary protection;
- access to housing;
- access to social security and subsidies;
- the right to education of minors;
- the right to employment;
- access to information about temporary protection;
- family reunification;
- freedom of religion.
What documents must be submitted to obtain temporary protection?
To apply for temporary protection, an identity card is required.
What is the procedure if I or my children do not have identification documents?
You can still apply for temporary protection. However, in such a case, the police and competent authorities will carry out more detailed checks before granting temporary protection.
What documents are issued when receiving temporary protection?
As soon as you are granted temporary protection, you will receive an Identification Card of a foreigner who is under temporary protection (hereinafter: “Temporary Protection Card”). It is considered a residence permit, confirms the status and rights of a foreigner who is under temporary protection in Croatia, and is issued in English and Croatian
Together with the temporary protection card, you will receive a Croatian personal identification number (OIB). OIB is essential to access most government services.
Is it possible to get citizenship after receiving temporary protection? How long do you have to stay in the country to be eligible?
You can become a citizen of Croatia, but only if you meet the conditions regulated by Croatian law.
Foreigners can obtain Croatian citizenship through naturalization if the following conditions are met:
- they are 18 years old;
- they no longer have their foreign citizenship or have provided evidence that they will renounce their foreign citizenship if they receive Croatian;
- they have continuously lived in Croatia for 8 years and have the status of permanent residents;
- they have passed the Croatian language and culture exam (exception: persons over 60 years of age are not required to fulfill this condition);
- it can be concluded from his or her behavior that he or she respects the legal order and customs in the Republic of Croatia.
Croatian citizenship is granted to minors under the following conditions.
- If both parents are granted citizenship by naturalization.
- If only one of the parents has been granted citizenship based on naturalization and the child lives in Croatia and has a valid permanent residence.
- If only one parent is naturalized and the other parent is stateless or unknown, even if the child lives abroad.
Is it allowed to move freely within the country and the European Union while under temporary protection?
Persons under temporary protection are exempted from the need to obtain a visa for movement within the EU if they have biometric travel documents issued by the competent authorities of Ukraine. The temporary protection card is not a travel document and can only be used on the territory of Croatia, where its holders have freedom of movement.
Is it possible to apply for asylum while under temporary protection?
A person under temporary protection can apply for international protection. International protection means either asylum or subsidiary protection.
A foreigner who applied for international protection while under temporary protection does not have the right to exercise the rights of applicants for international protection while under temporary protection.
However, after the granting of international protection, its holder can enjoy the rights granted for obtaining international or temporary protection.
Unlike temporary protection, international protection is granted only to individuals, and the registration procedure takes longer.
How to apply for asylum?
There are two ways to apply for asylum.
- During border control – when crossing the border with Croatia.
- On the territory of Croatia:
- in police departments and administrative offices of the Ministry of Internal Affairs;
- in asylums for refugees (Cro. avgilište):

The person must express his intention to apply for asylum or international protection immediately after entry and list valid reasons for illegal entry or stay.
In Croatia, foreigners can receive asylum if they are outside their country of citizenship or permanent residence and have a well-founded fear of persecution based on:
- races;
- religions;
- nationality;
- belonging to a certain social group;
- political preferences, according to which they cannot or do not want to recognize the protection provided by their country.
The request for international protection is submitted directly on the basis of the asylum seeker register in Zagreb, Sarajevska cesta 41 (Hotel Porin), Kutina, Sisačka ulica 3 or Dugo Selo, Obedišće Ježevsko, Slavka Kolara 82. In some cases, the request can be submitted outside the asylum .
The request will be sent to the Ministry of the Interior (in Croatian, Ministaru vendrenih rasvodno) and the Croatian Service for Foreigners and Asylum (in Croatian, Služba za strance i međunarodnu štutci). They conduct the first-instance procedure and issue a decision. The applicant may file an administrative dispute with the competent administrative court if he does not agree with the decision (not an appeal).
Is it possible to submit a request for reunification with family members who are outside Ukraine? If so, in what way?
If you are granted temporary protection, your family members can also join you in Croatia. This applies to both official and civil husband / wife, children and close relatives with whom we shared a household and who are fully or partially dependent on you.
Family members will be granted temporary protection after applying to the closest police station or administrative department of the Ministry of Internal Affairs to your place of residence.
Croatia: unaccompanied children
I am a minor and traveling alone: where can I get help? (which bodies or organizations are responsible for identification, registration and provision of information)
Like any other displaced person, a minor traveling alone will also be crossing the border into Croatia. When the police learn during border control that a minor is traveling unaccompanied, they will assist in obtaining social services. With the help of a social service worker, the police will carry out border control and provide all necessary information to the minor. After that, the minor will be directed to stay at the reception center.

After the authorities (with the presence and assistance of a social worker) carry out a border check and identification, the minor will most likely be sent to stay in a reception center. Any person can stay in the reception center for a maximum of 48 hours, and the competent authorities will determine the person’s further permanent residence. Displaced persons may be accommodated permanently in (i) collective or (ii) private housing (if the person has friends or family members who can take them into their housing). Competent authorities will place minors in appropriate collective housing with other minors. In addition, any minor has the right to education under the same conditions as Croatian citizens. It is necessary to contact the school closest to the place of residence and determine to which class a minor can be enrolled. A minor will also have the right to additional classes in the Croatian language for better assimilation of the material at school.
Croatia: employment information
Do I need to apply for a work permit? If so, how to do it?
If you are granted temporary protection, you will be able to work in Croatia even without a work and residence permit.
In order to work in Croatia, a person under temporary protection needs to be registered in the unemployment register of the Croatian Employment Service (Hrvatski zavod za emplojnecije in Croatian). When submitting a request, you must provide the following basic information:
- Name and surname;
- date of birth;
- identification card of a foreigner who is under temporary protection;
- personal identification number (OIB); and
- certificate of complete education (if available).
Registration is possible:

- in the reception center in front of a representative of the Croatian Employment Service.
After registration, you will be provided with a consultant who will help you create a resume and find a job. You will also be able to participate in job search trainings in Ukrainian or English.

Am I entitled to unemployment benefits? How and where should a corresponding request be submitted?
In order to be entitled to unemployment benefits, at the time of dismissal, you must have worked at least 9 months within the last 24 months in Croatia. If the conditions for receiving unemployment benefits are met in the future, it is necessary to register with the Croatian Employment Service and submit an application within 30 days after the termination of employment, the end of sick leave, maternity leave, child care leave or leave due to adoption or establishing guardianship.
Are there quality programs for the recognition of educational documents or professional qualifications? How and where should a corresponding request be submitted?
The procedure for professional recognition of foreign higher education diplomas in Croatia is carried out by the Croatian Agency for Science and Higher Education (in Croatian, Agencija za znanost i visoko obrazovanje). To start the procedure, it is necessary to submit a written application to the Agency and attach the following documents.
- An original or a certified copy of a foreign qualification document (confirmation or documents issued instead of a qualification document are not accepted).
- The original of the official document of the higher education institution, containing information about: (i) studied disciplines and received marks, (ii) official name and duration of the educational program and (iii) admission requirements (for example, a diploma supplement).
- Certified translations of the above documents into Croatian.
- Certified copies of previously obtained higher education diplomas.
- Certificate of citizenship (original or certified copy of a document proving your citizenship or passport for foreigners), certificate of refugee status or exile status.
- A copy of the marriage certificate or official decision of the competent authority (for applicants who have changed their name or surname).
- Resume (Curriculum vitae) in Croatian or English, containing information about education and work experience.
- A list of scientific works and information about their publication (required for submission of an application for recognition of the degree of candidate of sciences).
- Copies of all attached documents, including the application form.

Is it possible to access public housing / government-provided housing?

Accommodation in reception centers is a temporary stay of up to 48 hours, and the displaced person remains in the center only until the competent authorities determine where the displaced person will live in the future.
Displaced persons can be accommodated in

- private housing.
In most cases, the person will be placed in collective housing. Displaced persons will be able to live in private accommodation if they have friends or relatives who live in private accommodation, if they rent accommodation or if they are owners of private accommodation.
How and where can I apply for state housing?
During border control, a migrant can submit documents for housing.
If a refugee plans to live with friends and family in the long term, what documents need to be filled out to make such a stay official, i.e. how can one obtain proof of residence?
If a person lives with friends or family, it is necessary to contact the police station at the place of residence. It is necessary to submit an application for granting temporary protection, which includes registration of temporary stay.
If a person does not want to apply for temporary protection, it will be necessary to submit an individual application for temporary stay.
In any of these cases, in order to register temporary residence in private housing, the migrant will need to provide (i) a notarized lease agreement, (ii) a document on ownership and (iii) a notarized statement from the owner of the apartment, as well as a notarized copy of the identity card .
If a person has registered for temporary protection, he will receive an identity card of a foreigner under temporary protection containing the address of residence. If the person has not registered for temporary protection, he will be provided with a decision of the competent authority, which will confirm the address of residence.
Any change of address must be reported to the police station and the new address indicated. In this case, the person will receive a new identity card of a foreigner who is under temporary protection or a new decision.
What documents are needed to rent real estate privately?
To rent private property, you will need an identity document and a rental agreement.
However, in order to register your address at the police station, you must provide:

If you believe you are a victim of human trafficking, you should contact the nearest police station or department and report the situation.

What protection can a person who has been recognized as a victim or a potential victim of human trafficking have? (housing, assistance, counseling, the principle of non-punishment, etc.)
If you are a victim of human trafficking, you may be granted a temporary stay in Croatia for a period of 12 months. Later, it can be extended at the request of the victim.
As a victim of human trafficking, you have the right to:
- placement in a safe place;
- humanitarian aid;
- legal assistance;
- communication in a language you understand;
- protection of physical and mental health:
- contact with family:
- assistance with reintegration into society;
- voluntary and safe return to the homeland.
Once a victim of human trafficking has been granted temporary residence in Croatia, he or she is also entitled to:
- employment in Croatia without a work and residence permit;
- attending professional training courses;
- education
