On March 13, 2022, the Ministry of the Interior of Israel established the following rules for Ukrainians entering Israel.

  1. A quota has been established for 5,000 citizens of Ukraine who will be able to enter the country. Israel has already accepted part of the quota and will accept it in the future.
  2. Arrival in Israel and boarding the flight(s) is subject to prior permission from the Ministry of the Interior of Israel.
  3. If a citizen of Ukraine wishes to come to Israel at the invitation of a citizen of Israel, the citizen of Israel must sign a declaration for the invitee on the website of the Department of Population and Immigration using an electronic questionnaire at the link https://login.gov.il/nidp/saml2/sso?id=usernamePasswordSMSOtp&sid=0& option=credential&sid=0.
  4. Citizens of Ukraine who apply to come to Israel must fill out an electronic application on the website of the Ministry of Foreign Affairs of Israel at the link https://govforms.gov.il/mw/forms/plitim@mofa.gov.il#!pirteyHamevakesh
  5. An answer to the applicant’s request will be sent to the applicant’s email address.
  6. If the applicant has arrived in Israel at the invitation of an Israeli citizen residing in Israel, the invited applicant must obtain an invitation from the Israeli citizen (as specified in point 3) before completing the application (as specified in point 4).

Please note that the Ministry of Internal Affairs of Israel is the only authorized body that makes decisions on the admission of foreigners, including Ukrainians to the territory of the country.

In view of previous cases of refusal of Ukrainians to cross the border or lengthy verification of the grounds for entry into the country, which forced Ukrainian citizens to wait for hours for the results of the checks, the Embassy strongly recommends that Ukrainians take the following into account before traveling to Israel:

  • Israel does not accept refugees from Ukraine;
  • The Government of Israel has defined priority categories of persons who can enter Israel under certain conditions (for example, spouses/children of citizens of Ukraine and citizens of Israel who permanently reside in Ukraine; citizens who previously submitted a request for the reunification of seven with Israeli citizens; family members of Israelis of the first line of kinship; new returnees and persons with Jewish roots);
  • Persons who try to enter Israel as tourists (for example, you just want to wait for the end of the war in Israel or you have friends and relatives in Israel who do not have status in Israel) cannot enter the country without hindrance;
  • If you have a firm intention to enter Israel, be sure to consult with Israeli lawyers, most of whom currently provide free legal advice.

The embassy urges citizens of Ukraine to be sure to take into account the above information and not to enter Israel if they have a negative visa history (for example, those persons who have previously been to Israel and violated the visa regime, i.e. were in the country illegally. Also note that if your relatives are currently in Israel illegally, you will also be denied entry).
