Who is this information for?

This information is intended for persons covered by temporary protection, namely: 

  1. citizens of Ukraine and members of their families who lived in Ukraine until February 24, 2022; and
  2. foreigners (who are not citizens of Ukraine) who received international or equivalent national protection in Ukraine until February 24, 2022 and members of their families (if the family lived in Ukraine until February 24, 2022).

What documents do I need for entry?

All you need to enter is a biometric passport.

How can I enter if I do not have a biometric passport?

If you do not have a biometric passport, you need to contact the relevant Ukrainian diplomatic authorities in Italy, where the documents will be recognized. In this regard, the Consulate General of Ukraine in Milan announced its readiness to issue identity cards to citizens of Ukraine who may not have passports, as well as to include children under the age of 16 in the passports of Ukrainian citizens. Also, the Cabinet of Ministers of Ukraine issued a resolution that extended the validity of passports for up to five years.

How long can I stay here?

Visa-free with a biometric passport or with a Schengen visa: a total of 90 days within a 180-day period.

Temporary protection is granted to displaced persons for one year, with a possible extension for a maximum period of one additional year.

Are there any Covid requirements and if so what are they?

For Covid-19 safety purposes, although it is not a requirement for permission to enter Italy, people from Ukraine will be asked if they have a vaccination certificate and which vaccine they have used. If the vaccine used is not recognized in Italy, the mandatory test will be carried out as soon as the person arrives in Italy and its results will be valid for 5 days.

Citizens of Ukraine arriving from Ukraine and citizens of third countries arriving from Ukraine must comply with the following rules:

  • until March 31, 2022, natural persons must undergo an antigenic or molecular test for SARS COVID-19 within 48 hours of entering Italy;
  • within 5 days after testing, the person must observe a period of self-observation and must wear an FFP2 mask;
  • until March 31, 2022 and within 5 days of receiving the result of the rapid test, if it is negative, the person can use public transport, but must wear an FFP2 mask in the vehicle. Individuals must also provide a certificate confirming that they have received a negative molecular test result within the last 72 hours or a negative antigen test result within the last 48 hours;
  • at the point of entry or within 5 days, the following will be guaranteed: the administration of antiviral vaccines against COVID-19, diphtheria, tetanus, pertussis and poliomyelitis, as well as the optional administration of the vaccine against measles, mumps, rubella and a screening test for tuberculosis, as well as other vaccinations.
  • Until March 31, 2022, while waiting for the issuance of the so-called “enhanced” green pass, the person is allowed to stay in accommodation centers, premises of the national system of reception and integration (SAI) or in other accommodation facilities where he/she will be settled, as well as in provided private homes.

For more information and any healthcare enquiries, individuals can call the national toll-free number 1500 or the toll-free number for the region in which they are located. People can also contact their nearest Local Health Center (ASL).

Where can I register for temporary protection?

All headquarters of the National Police ( Questure ) can receive applications for obtaining a residence permit for obtaining temporary protection.

If your biometric passport has a stamp from a Schengen country (e.g. Poland, Slovenia, Romania, etc.), within 8 days of entering Italy you must go to the police headquarters in the area where you live to fill out a declaration about presence (in this case, the 90-day count starts from the moment when foreign authorities put a stamp for entry into the Schengen area).

If you have arrived directly in Italy from a third country outside the Schengen area, your passport will be stamped with an entry by the Italian border police and you do not need to fill out a declaration of presence. However, it is always better to register at the police headquarters. If you don’t have a stamp in your passport, you have to go to police headquarters to fill out a declaration of presence.

The Consulate of Ukraine in Milan has created an email address (milanoconsolato1@gmail.com)  and an online platform (available at this link ) to collect reports on all persons from Ukraine arriving in Milan.  With this advance information, the consulate will also be able to collect any requests for support.

If Ukrainian citizens will stay in hotels, there will be no need to submit a declaration to the immigration service, as the hotel will do it.

Those who receive Ukrainian citizens in their homes in the territory of the province must submit a declaration of hospitality within 48 hours. A copy of the declaration is available on the websites of the competent police headquarters.

How long do you have to wait to get temporary protection status?

It is currently unknown.

What rights do I have while waiting for temporary protection?

Police headquarters receiving applications for temporary protection will print “mod. 209″ (that is, a form for obtaining a residence permit for foreigners), the receipt of which, accompanied by a photo and tax code, will be provided to the applicant also in order to have access to medical services. This receipt also gives the right to work.

What documents are required to obtain temporary protection?

You will need to submit two photographs, a passport with an Italian entry stamp – which can be replaced by a declaration of presence – and any certificates of family relationship to police headquarters.

What document(s) will I receive after being granted temporary protection?

To provide information on this issue, publication of the Presidential Decree is necessary.

Can I become a citizen after receiving temporary protection? How long do I have to stay to be eligible?

Foreigners who have lived in Italy for at least ten years and meet certain requirements can apply for citizenship. The applicant must show that he has enough income to support himself, that he has no criminal record or any reasons that could pose a threat to the security of the Republic.

A foreigner can also become an Italian citizen through marriage. Citizenship in marriage is recognized by the prefect ( Prefetto ) of the province of residence of the applicant.

Can I move freely within the country and the European Union with temporary protection?

For the purpose of a short-term stay for a period of up to 90 days, citizens of Ukraine can freely enter and move within the Schengen area with a biometric passport without a visa. This also includes onward journeys from Italy to other EU countries. However, once the Member State has issued the residence permit, the beneficiary of temporary protection should be able to exercise the rights derived from temporary protection only in the Member State that issued the residence permit.

Can I apply for asylum with temporary protection status?

Granting access to temporary protection measures does not prohibit the submission of an application for refugee status. Additional information on this will be provided in the Presidential Decree.

How to apply for asylum? 

In Italy, it is always possible to apply for international protection (refugee status and subsidiary protection) and for other specific forms of protection (called “special protection”). Requests are determined by the Italian Ministry of the Interior.

Recognition of international protection (ie refugee or subsidiary protection status) entitles beneficiaries to stay in the country for five years, which can be extended thereafter. The special protection permit is valid for two years, and then it can be renewed and/or converted into a work permit. However, holders of international protection are prohibited from returning to their country of origin while they hold this status.

If I have family members outside of Ukraine, can I apply for family reunification? If so, in what way?

Holders of temporary protection status can apply for family reunification, both within the EU, i.e. with family members residing in other EU member states, and from countries outside the EU, i.e. with family members, who live in third countries. These family members can be: spouses, unmarried or legally separated minor dependents under the age of 18, and dependent parents of the applicant who lived with them at the time of the invasion (if they have no other children in Ukraine or in other countries of origin, or provided they are at least 65 years old in case their other children are unable to care for them due to serious documented illnesses).

If a person cannot be granted temporary protection or his temporary protection expires, family reunification is possible only for certain categories of people and if certain requirements are met. A foreign citizen legally residing in Italy must have:

  • Long-term residence permit in the EU (former carta di soggiorno );
  • a residence permit, valid for at least one year, issued for supporting or independent work, or for family reasons, asylum / international protection / humanitarian or religious reasons;
  • an entry visa valid for at least one year, issued for support or independent work, or for family reasons, for study or for religious reasons, or for the entry of an accompanying family member.

The above-mentioned persons can apply for family reunification for the following categories of family members:

  • Wife or husband at least 18 years old;
  • children under the age of 18, who are not married, with the consent of another spouse;
  • Children over 18 years of age who are dependent on the Applicant due to health or other disabilities;
  • Parents under the age of 65, if they are dependent on the applicant, provided that they have no other children in Ukraine or other countries of origin;
  • Parents over 65 years of age if their other children cannot take care of them due to serious documented illnesses;
  • Parents, if the applicant is under 18 years of age.

Italy: employment information

Do I need to apply for a permit to be able to work? If so, how to do it?

As of March 18, 2022, persons arriving from Ukraine are allowed to work on the sole basis of an application for a residence permit submitted to the authorized police headquarters ( Questura ).

Am I entitled to unemployment benefits? How and where can I apply?

No, currently only people who have already worked in Italy or in a country with which Italy has signed a social security convention are entitled to unemployment benefits. Ukraine is not among such countries.

In addition, unemployment benefits depend on specific contribution requirements and the state of involuntary unemployment.

Are there programs for the recognition of diplomas and professional qualifications? How and where can I apply?

At this stage, there is no automatic recognition of academic or professional qualifications obtained in Ukraine. To obtain a certificate of comparability of foreign qualifications, which facilitates the procedure of academic recognition and consideration by the competent Italian professional qualification body, the Credential Information Service (CIS)  of CIMEA can be contacted.

Italy: information about housing

Can I access public/government-provided housing?

Currently, citizens of Ukraine cannot get access to social housing provided by the Italian state. We hope that the pending Presidential Decree will be able to change this.

How and where can I apply for public housing?

If the Presidential Decree expands the rights to social housing, an application must be submitted to the relevant municipalities. Currently, municipalities, regions and associations provide the following (temporary) ways to resolve housing issues for displaced persons arriving from Ukraine:

  1. implementation of reception facilities already available in Italy as first aid centers for people who need housing and basic necessities;
  2. provision of private houses, hotels and other accommodation options by private citizens and associations (such as Caritas Ambrosiana, Refugees Welcome,  etc.).

If I live with friends or family for a long time, what documents do I need to fill out to legalize this? How can I get proof of residency?

A citizen of a non-EU country who intends to officially register his presence in the Register of Italian Citizens of an Italian municipality must submit a registration request within 20 days of arrival in the chosen municipality.

If I personally want to rent a property, what documents do I need?

(i) a valid identification number or passport and (ii) a valid tax code (if there are roommates – also copies of their documents). Tenants are often asked to prove their financial ability to pay the rent by providing proof of salary, annual income and/or a bank guarantee. If the tenant is a citizen of a non-EU country, a residence permit or card is also required, which must be valid for the duration of the rental period.

Information about social housing can be found on the official websites of the relevant municipalities, regions and related institutions.

How do I enroll my children (or myself) in an educational institution?

Foreign minors are subject to compulsory schooling. To enroll a student in school, an adult responsible for the child must make an appointment / visit the school directly.

An adult must provide:

  • an identity document and, if available, the tax code or STP issued by the Italian state;
  • data on the place of residence and contact phone number;
  • if available, the child’s report card and vaccination card.

The school will assess the student’s skills and place him/her in a class; if there is no place in the school to place the child in his class, the school must write to the school administration, who will take steps to find a place for him in another school.

If I have a child with special educational needs, where can I go for help to enroll them in a special school?

At the time of school enrollment, parents of children with disabilities must provide the appropriate certification certificate issued by medical commissions. You need to submit a request for verification of disability “at age” due to developmental disabilities to the National Institute of Social Security (INPS), which will give you an answer no later than 30 days from the date of submission. The document certifies the type of disability and the student’s right to receive assistance from support measures provided by the school system.

How to enroll young children in daycare centers?

Currently, there is no specific procedure, so it is worth contacting the local authorities, which can provide the necessary information based on the city/region where the displaced Ukrainians are located.

Rome has created a task force that provides assistance and support to displaced Ukrainians. The task force is available at:

Are there any social security benefits I can claim, such as child benefit?

There is currently no separate payment for children.

However, the human accommodation institutions (called CAS – “Centri di Accoglienza Straordinaria”  – and  SAI – “Sistema di Accoglienza e Integrazione ” ) where refugees are accommodated cover the refugees’ accommodation costs, additional telephone costs and provide them with social psychological support, medical assistance, language courses, as well as daily payments (so-called pocket money). The amounts of such payments are unknown.

Are there any benefits for pregnant and breastfeeding women?

Currently, there are no special benefits for pregnant and lactating women, but in Italy each ASL – Azienda Sanitaria Locale  (ie Local Health Service Authority) has its own Family Service, which provides special assistance to women and children.

Italy: medical information

Can I use the public health care system?

Everyone has the right to access preventive medical care and to use medical care. People with temporary protection status have access to medical care.

People who are in Italy for less than 90 days and are not registered with the National Health Services can use emergency medical services after paying the relevant regional rates (but for students and au pairs  , the services are free).

With a regular residence permit or temporary protection status, you can register with the National Health Service (SSN) by contacting the local health department of the city of registration/residence.

Do I need to register to get health insurance, and if so, how?

Yes, you must request an individual regional code “STP” issued by the competent police headquarters ( Questura) . This allows the owner to receive basic medical services on equal terms with Italian citizens, for the same price.

If you are a legally resident foreigner with a residence permit, you must register with the National Health Service. If an individual has the status of temporary protection, then he has the right to choose: to register with an SSN or to continue his stay with an already received STP code. The SSN registration fee is €388.00, but registration is free if the foreigner:

and. an unemployed person who has a residence permit and is on the waiting list for employment;

b. a refugee with an ordinary certificate of such status and/or the status of an asylum seeker;

in. is married to an Italian citizen and his/her dependents;

g. a minor with one parent who lives in Italy and belongs to one of the categories listed above.

What does the public health care system cover?

According to the National Health Service (“SSN”), the following prescriptions are included: emergency, inpatient and permanent outpatient medical care for illness and injury in public and accredited facilities, but if only STP is available, the following are excluded: family doctors (MMG) and pediatricians (PLS). Hospital care and primary care are free, as are visits to the doctor.

However, the public health care system uses a co-pay system  (sharing the costs between the patient and the SSN) for visits to specialist doctors, diagnostic procedures and the provision of prescription-only medicines. Elderly people, pregnant women, children and poor people are exempt from co-payment requirements.

Foreign citizens who are in the territory of Italy and do not comply with the rules regarding entry and residence in the territory of Italy are guaranteed emergency assistance and vital treatment methods, in particular, for the prevention, diagnosis and treatment of infectious diseases.

Do I need additional private health insurance in addition to public health insurance? If so, are there any schemes available to low-income people?  

No, and there are no schemes for low-income people.

Italy’s 19 regions and two autonomous provinces are responsible for providing health services, which they do through their local health departments ( Aziende Sanitarie Locali ) (also “ASLs”). For information on the validity of your medical records and any health related enquiries, you can call the national freephone number 1500.

Italy: mental health information

Can I get free mental health support services through the public health system?

Yes, as soon as you get STP. Mental health support services are usually free and when a fee is charged, it is usually inexpensive. Elderly people, pregnant women, children and poor people are exempt from payments.

Legal aid in Italy is provided in accordance with Presidential Decree No. 115/2002, which guarantees that the poor have access to legal aid in civil, administrative, tax and criminal proceedings. In order to be entitled to legal aid (where the Italian state bears the legal costs and the lawyer does not receive a fee from the client), the requesting party must be either (i) an Italian citizen or (ii) a foreign national or stateless person ( apolide ,in Italian), or (iii) an association or charitable organization, with an annual income not exceeding 11,493.82 euros (eleven thousand four hundred and ninety-three/82). This amount is reviewed every two years. Annual income that does not exceed the specified amount must be contained in a declaration, which, in the case of foreign nationals and stateless persons, must be submitted to the relevant consulate, which must declare the veracity of the specified declaration. In some specific cases, Italian law extends legal aid regardless of declared income (such as in the case of certain criminal offenses or in the case of an unaccompanied minor). A request for legal aid must be submitted to the competent office of the relevant law society (  “Consiglio dell’Ordine degli Avvocati ” competente) by the requesting party in person, or by certified mail or remotely, with the help of a lawyer who must attest to the authenticity of the party’s signature. The forms are available in the relevant branches of the Law Societies. These societies have a list of lawyers who are registered in the list of lawyers , which provide legal assistance.

Does the country have an ombudsman who deals with human rights issues? What is the best way to contact the ombudsman?

How can I get help if I think I am a victim of human trafficking? (police/health authority/social services/immigration etc.)

In Italy, human trafficking can be reported to the police by reporting the offenses listed in articles 600 (providing or keeping in slavery), 601 (trafficking in human beings) and 602 (buying and selling slaves) of the Italian Criminal Code. In addition, it is always possible to contact the toll-free number 800 290 290 (see also the website  https://www.osservatoriointerventitratta.it/brochure-nv-ukrainian/  with translated Ukrainian information).

What documents are required to open a bank account?

  • a copy of the identity document         
  • a copy of your tax code or health card;         
  • a residence permit is also possible (required only by some banks).   

When will I become a taxable person in the country and what do I need to do to pay taxes?

Individuals living in Italy are subject to IRPEF (personal income tax). Italian personal income tax applies to both (i) residents on their aggregate worldwide income and (ii) non-resident individuals on income arising in Italy.

As stated in Article 2 of the TUIR (Italian Income Tax Law), for personal income tax purposes, an individual is deemed to be resident in Italy for tax purposes if:

(i) for most of the tax year (i.e. 183+ days) is registered in the Register of civil status acts of the resident population; or

(ii) is resident or resides in Italy pursuant to Article 43 of the Civil Code. According to Article 43 of the Civil Code, a person’s place of residence is the place where he has his habitual residence, while his place of residence is the place where he has established the main center of his activities and interests.

Only one of these requirements needs to be met to be considered an Italian resident for tax purposes.

Resident taxpayers are subject to personal income tax based on their total worldwide income. Below is a list of categories of income that are included in the income of natural persons:

  • income from land plots and buildings;
  • income from investments;
  • income from employment;
  • income from self-employment;
  • income from business activities;
  • miscellaneous income including capital gains.

Individuals who receive income subject to personal income tax are required to submit a tax return. The relevant deadlines for submitting an annual tax return (related to the previous year) are (i) September 30 for employees who have no income other than employment income, (ii) November 30 for individuals with various types of income.

The balance of the taxes due, based on the final liability specified in the annual tax return, must be paid by June 30 of the following year. At the same time, contributions must be paid during the year (June 30 and November 30).

Where can an unaccompanied minor get help?

Unaccompanied minors are received in state pre-admission centers specially designed for the reception of children, where they stay during the time required for the age assessment and identification procedure (no more than 30 days).

Residence permits for the purpose of obtaining guardianship have been replaced by temporary residence permits for minors. Any unaccompanied minor may apply to the competent police headquarters to obtain permission to reside independently, even if a guardian has not yet been appointed.

Unaccompanied minors are provided with legal aid and state free legal aid. They can also use the help of associations, individual individuals and foundations.

How and where can I apply for disability benefits?

It is necessary to submit a request to INPS (National Institute of Social Security); he is subject to a medical assessment of the degree of disability. INPS provides for some economic benefits, which, under certain conditions, are also available to foreigners. Currently, the following economic benefits are available in connection with incapacity:

  • Cash assistance for the person who takes care of the beneficiary;
  • Disability pension;
  • Monthly disability allowance;
  • Monthly allowance for children with disabilities.

A foreigner can receive the above-mentioned economic benefits in connection with a disability even without a long-term residence permit in the EU, provided that he/she has a residence permit for at least one year.

In addition to economic benefits, there are also benefits of a non-economic nature (tax benefits, assistance in the field of health care, mandatory employment with the right of people with disabilities to work, etc.).
