Who is this information for?
Temporary protection is provided for:
1. Citizens of Ukraine who lived on the territory of Ukraine until February 24, 2022;
2. Stateless persons and citizens of third countries who were granted international protection or equivalent national protection in Ukraine until February 24, 2022;
3. Family members of the persons specified in points 1 and 2, regardless of their citizenship.
The following persons are considered family members, provided that they lived in Ukraine until February 24, 2022:
and. husband/wife of the person;
ii. unmarried minor children of persons referred to in points 1 or 2, or children of the husband/wife of such persons;
iii. other close relatives who lived in the family household at the time of the invasion and who were wholly or mainly dependent on the person referred to in clauses (i) or (ii);
4. Stateless persons and citizens of third countries, except Ukraine, who can prove that they legally resided in Ukraine until February 24, 2022 and cannot return to their country or region of origin in safe and stable conditions.
Luxembourg: immigration information
What documents do I need for entry?
All displaced persons arriving in Luxembourg must fill in their personal data on a form and submit it to the Immigration Office of the Ministry of Foreign and European Affairs by e-mail ( immigration.desk@mae.etat.lu ). This is your application for temporary protection. The form is available in four languages, including English and Ukrainian .
How can I enter if I do not have a biometric passport?
It is necessary to add information about identity documents to the above form. You can add a copy of your passport, if available. If you do not have documents with you, you must cooperate with the registration office to identify yourself and prove your nationality.
How long can I stay here?
Temporary protection is granted for an initial period of one year. The end date of the initial period is noted on the temporary protection certificate.
This initial period may be automatically extended for two six-month periods for a maximum of one year. Persons who have registered with the Immigration Office will be informed of measures to extend the validity of their certificate.
Are there any Covid requirements and if so what are they?
In the case of air travel, any person aged 12 years and 2 months or older who is entitled to enter Luxembourg (regardless of nationality) must have:
- vaccination certificate showing full vaccination against COVID-19; or
- a certificate of recovery for persons who have recently been infected with COVID within 6 months prior to travel and who have undergone the appropriate period of isolation or;
- a negative result of a test for COVID-19 (PCR, TMA or LAMP methods) obtained less than 48 hours before the flight, or an express test for the determination of the antigen of COVID-19, carried out 24 hours before the flight.
Where can I register for temporary protection?
The government has set up a 24/7 reception center located at SHUK (Structure d’hébergement d’urgence au Kirchberg), 11, rue Carlo Hemmer in Luxembourg City. This center offers shelter for the first few days, food and basic necessities for people who wish to apply for temporary protection in Luxembourg, as well as for those who wish to move to another European country. After the first few days, you will be directed to other government agencies.
All displaced persons from Ukraine, including persons living in private households, are requested to contact the Immigration Office of the Ministry of Foreign and European Affairs at the e-mail address (immigration.desk@mae.etat.lu) to submit a duly completed application for provision of temporary protection. You can download the form in several languages, including English and Ukrainian .
Once the application form for temporary protection has been completed and sent to immigration.desk@mae.etat.lu , the Immigration Office will contact you to schedule an appointment.
How long do you have to wait to get temporary protection status?
The Immigration Office has not been able to give us a clear answer, but it could take a few weeks.
What rights do I have while waiting for temporary protection?

What documents are required to obtain temporary protection?
All displaced persons from Ukraine are requested to contact the Department of Immigration of the Ministry of Foreign and European Affairs by sending their personal data, specifying them on the form available on their website. The applicant can attach a copy of their identity document or passport, if available. Based on this information, interested parties will be contacted and invited to a meeting where they must appear with their identification documents as indicated on the form.
Citizens of third countries other than Ukraine must provide additional documents confirming that they had the right to reside in Ukraine on February 24, 2022.
What document(s) will I receive after being granted temporary protection?
A certificate of temporary protection will be issued, which allows its holder to stay in the territory of Luxembourg, but does not grant the right of residence.
Can I become a citizen after receiving temporary protection? How long do I have to stay to be eligible?
It is possible to become a citizen of Luxembourg after receiving temporary protection. It is currently unclear whether people who benefit from temporary protection will be subject to a specific citizenship process.

Can I move freely within the country and the European Union with temporary protection status?
Granting the status of temporary protection allows you to move around the country. In most cases, you will be able to travel to other EU countries. For Ukrainians, this right comes from the visa-free regime between Ukraine and the EU.
After entering a country that is part of the Schengen area, you can move without border checks to other countries that are part of the Schengen area, but only for 90 days within 180 days.
Can I apply for asylum with temporary protection status?
If temporary protection is granted, those who receive this status are not subject to normal asylum procedures.
How to apply for asylum?
You do not need to apply for asylum to benefit from temporary protection measures. If for any reason you would like to apply for asylum in Luxembourg, applicants must express their desire to apply for international protection. Applicants must appear in person at the Immigration Office of the Ministry of Foreign and European Affairs to register their application.
Applicants will receive an application form; an explanatory document, including their duties and obligations, as well as the date of the application meeting. An interview will be conducted.
3 days after submitting their application, applicants will receive a “pink document” which allows them to stay in Luxembourg while their application is being processed and also to move freely within Luxembourg. This certificate does not give the right to travel abroad. “Pink document” is valid for one month and is renewed every month until the end of the processing procedure. The certificate does not act as either an identity document or a residence permit.
If I have family members outside of Ukraine, can I apply for family reunification? If so, in what way?
Beneficiaries of temporary protection can apply for family reunification (for persons belonging to one of the 3 categories below) in respect of their family members who have been granted temporary protection in another EU Member State and in respect of their family members who have not yet entered the territory of an EU member state through the first application for temporary protection.
and. husband/wife of the person;
ii. unmarried minor children of Ukrainian citizens who lived in Ukraine until February 24, 2022, or stateless persons, as well as citizens of third countries other than Ukraine, who were granted international protection or equivalent national protection until February 24, 2022;
iii. other close relatives who lived in the family household at the time of the invasion and were dependent on the person referred to in points (i) or (ii).

Temporary protection status gives you the right to work in Luxembourg and freely access the Luxembourg labor market without the need for a special permit.

Are there programs for the recognition of diplomas and professional qualifications? How and where can I apply?
There are no special equivalence programs. Nevertheless, you can submit an application for recognition of the level of research, equivalence of diplomas and / or equivalence of professional qualifications to the Department for the recognition of diplomas ( Service de la reconnaissance des diplômes ) in order to gain access to some medical, social-educational, humanitarian, commercial and craft sectors of professions. Can I access public/government-provided housing?
After placement in the initial reception center, persons enjoying temporary protection can benefit from placement in a public housing estate owned by the state.
Some Luxembourgers have also volunteered to open their homes to refugees. You should contact Caritas and/or the Luxembourg Red Cross – see contact information below.
How and where can I apply for public housing?
Displaced persons can also visit an emergency evacuation center that has been set up by the government. The SHUK (Structure d’hébergement d’urgence au Kirchberg) shelter will provide food and basic necessities for several days to people seeking protection in Luxembourg, as well as people passing through Luxembourg to reach another country. You must go to Luxembourg City Hall ( 42 place Guillaume II ) with a letter from your friends/family stating that you are currently living with them and plan to stay longer. You must bring your passport or ID and the rental agreement between your friends/family and their landlord.

How do I enroll my children (or myself) in an educational institution?
Depending on language skills and age, children and young people can be integrated into a reception class of a traditional school system, a European school system or an English class of an international public school system. After speaking with families and children, SECAM will offer them one or more options so that each child can quickly benefit from appropriate education. The final choice rests with the parents.
Children and adolescents are admitted to school immediately after completing the immigration procedures provided by the Immigration Office and the Ministry of Health.
Parents who have applied directly to municipal authorities or higher education institutions are also advised to contact the Service for the Education of Foreign Children (SECAM) for assistance.
If I have a child with special educational needs, where can I go for help to enroll them in a special school?
Support measures are offered for children with learning difficulties. These measures range from adaptation of teaching strategies and some support from the teachers assigned to their class to placement in a class in a specialist school.
Local support: (I-EBS): Special education teachers support classroom teachers and teaching staff in the implementation of the adapted curriculum.
Regional support: (ESEB): A support team for Children with Special or Specific Educational Needs has been established at the regional level. The team consists of professionals from various disciplines.
National support: eight special education and consultation centers promoting inclusive education in schools, as well as an agency, have been established in Luxembourg.

How to enroll young children in daycare centers?
In Luxembourg, children (up to the age of four) can be enrolled in a crèche .
There are several types of nurseries in Luxembourg, including public and private ones.

The Children’s Future Fund (Caisse pour l’avenir des enfants – CAE) is a family aid fund in Luxembourg which is responsible for managing family benefits, post-childbirth benefits and continuing education benefits.

Are there any benefits for pregnant and breastfeeding women?
Pregnant and breastfeeding women who are working as an employee or student are entitled to the following, depending on their circumstances:
- protection from dismissal (except for serious offenses) from the beginning of pregnancy;
- special health and safety protection if their role involves certain risks;
- protection against risks associated with night work;
- time off from work to allow them to attend their prenatal check-ups;
- several weeks of leave before and after childbirth (maternity leave);
- After giving birth, mothers also have the right to adjust their working hours if they are breastfeeding.

Luxembourg: medical information
Can I use the public health care system?
Persons carrying out a professional or similar activity in Luxembourg and all beneficiaries of a pension or income replacement in Luxembourg are necessarily insured. Minors and people with disabilities living in Luxembourg must be insured under the responsibility of the state.
Persons not covered by other health insurance can choose voluntary insurance at a cost of 120 euros per month. The social department of your municipality of residence will pay the contribution for those who legally reside in Luxembourg but do not have the means to pay it.
In Luxembourg, there are still people who remain excluded from access to healthcare. However, the Maison Médicale of Luxembourg City provides general practitioner visits and you can get help there.
The SHUK (Emergency shelter in Kirchberg) (11 rue Carlo Hemmer in Luxembourg), open 24 hours a day, has a first aid station available to provide first aid to the people housed there.
Do I need to register to get health insurance, and if so, how?
No need to register.
What does the public health care system cover?
The list of reimbursed services is available here ; it includes doctors, dentists and medicines. CNS will not always cover 100% of costs and it is important to be aware of other limitations. For example, there is one visit per day, and certain services also require prior approval. More detailed information can be found here.
Do I need additional private health insurance in addition to public health insurance? If so, are there any schemes available to low-income people?
Unlike some other countries, Luxembourg does not have a clear division into public and private health care sectors. Instead, most health care providers work privately but contract with the CNS to provide health care services to anyone reimbursed by the government. Private health insurance is also available for a fee and can be used in conjunction with public insurance coverage.

Can I get free mental health support services through the public health system?
While it appears that detailed information on specific services for individuals from Ukraine is still awaited, it is possible that individuals may seek mental health support services on their own and use health insurance for certain types of services. See questions 34-36 for more information about medical support and coverage in general. It is important to note that not all psychologist services are covered by the National Health Fund (CNS), so it is best to consult the provider in advance. If mental health support is needed, people should contact the Maison Médicale(medical centers) or in case of an emergency – to the next hospital. In the event of an emergency, call 112. The emergency support staff on this number can also tell you which hospital is currently on duty.

Is there any additional administrative process to access mental health support services?
No. Certain mental health consultations and medicines are currently partially covered by the NHS. Persons with temporary protection status will be able to access the CNS automatically, without an application. Please continue to inquire with government officials in case additional mental health support services become available.
