Are there special conditions of entry and assistance for temporarily displaced citizens of Ukraine who leave the country because of the war?
Malaysia is not a party to the 1951 Refugee Convention and its 1967 Additional Protocol. Accordingly, the country’s Immigration Policy does not provide for temporary protection, asylum or refugee status.
Currently, Malaysia has no special conditions for entry and assistance to temporarily displaced citizens of Ukraine who leave the country due to the war.
Social security of temporarily displaced citizens of Ukraine

The possibility of extending short-term stay and visas for citizens of Ukraine
When entering Malaysia for tourist or private purposes without prior visa issuance, citizens of Ukraine can stay in the country for up to 30 days. In exceptional cases, the legislation allows to continue legal stay in Malaysia by obtaining a special permit (Special Pass) for another 30 days.
For this, citizens of Ukraine need to contact the Immigration Department of Putrajaya with a letter from the Embassy at the address: Level 1-7 (Podium) Block 2G4, Precint 2, Federal Government Administration Centre, 62550, Putrajaya. Citizens of Ukraine do not need an online appointment to visit the Putrajaya Department of Immigration office.
In order to receive a letter of support, it is necessary to mail consul_my@mfa.gov.ua strong> send scanned copies:
– claims
– the first page of the passport + the page with the stamp on entry to Malaysia
– proof of residential address in Malaysia (copy of confirmation of housing reservation or copy of guarantor’s passport + copy of lease agreement or utility bill in case you live with relatives or friends)The specified documents must be presented also in the office of the Department of Immigration.
The embassy issues letters to citizens centrally once a week. The document is sent electronically. If an urgent extension of stay is necessary, the letter is drawn up individually.
The Department of Immigration is extending visas for 30 days from date of application! The cost of extension is 100 Malaysian ringgits. The final decision on visa extension is made by the Malaysian Immigration Department.
Crossing the border without a biometric international passport – yes or no?
Entry to Malaysia on general grounds is possible in the presence of a valid passport of a citizen of Ukraine for travel abroad, regardless of type (biometric/non-biometric), valid for at least 6 months after the date of planned border crossing.
Crossing the border in the absence of a passport of a citizen of Ukraine to travel abroad is not possible.
What to do if the validity period of the foreign passport expires?
If you need to issue a new passport of a citizen of Ukraine to travel abroad, contact the consular division of the Embassy: consul_my@mfa.gov.ua.
What to do if you have a child with you without a foreign passport?
Attention! Children registered in their parents’ passports cannot enter Malaysia!!! For entry, the child must have a separate passport document.
