According to the Russian Ministry of Defense, at least 1 million Ukrainian civilians fled the hostilities to the territory of the Russian Federation. Some people were forced to move to Russia due to the inability to evacuate Mariupol. There are also people who came to Russia voluntarily, but almost everyone had to go through special filtering camps. This is a dangerous process during which Ukrainians are searched and interrogated. According to refugees, representatives of volunteer organizations, Ukrainian and American officials, people suspected of being loyal to the Ukrainian military are detained and tortured.

According to paragraph 2 of Article 1 of the Russian-Ukrainian agreement on visa-free travel dated January 16, 1997, citizens of Ukraine may not register for migration in Russia if they have arrived for less than 90 days. However, staying in the country without registration can cause problems in case of contacts with the police and officials. Therefore, if possible, it is necessary toto form.
In Russia, refugee status and temporary asylum are granted. The first is granted indefinitely, the second – for one year with the possibility of extension. Refugee status is almost impossible to obtain, and it only formally guarantees the same rights as for Russians. People who have received temporary asylum have more limited rights. Yes, they have the right to legally stay in Russia, the right to work without a patent or work permit, which other foreigners need, the right to obtain a mandatory health insurance policy. Such people are only entitled to free medical care. If you have been recognized as a refugee, then, receiving the relevant certificate, you will be forced to hand over your passport to the refugee department for safekeeping under a receipt. The refugee card serves as a passport on the territory of Russia. To leave the country, you can get a refugee travel document.
If the passport is needed for any actions, you can get it upon application, but you must return it afterwards. In the case of obtaining temporary asylum, the passport is taken away, as well as in the case of refugee status. Your passport will be returned to you only after the term of temporary asylum has expired. With such a certificate, a person cannot cross the border. Only if you pick up your passport upon application. Returning to Ukraine will result in loss of temporary asylum, as well as refugee status. Freedom of movement within the country is not restricted. However, citizens must register where they live. And when moving to another region, remove yourself from registration in one refugee department and register in another.
For refugees, this means that if they move to a region where the quota for accommodation is zero or has already been exhausted, they will have to solve the problem of accommodation on their own.
Citizens of Ukraine, as well as citizens of other countries with which Russia has a visa-free border crossing regime, can stay on its territory for 90 days without registering any status. Foreigners can also submit an application to the refugee department to renounce refugee status. A child who came to Russia unaccompanied or without documents will be handed over to the guardianship authorities, who will make a decision to assign him to a children’s institution for some time and take measures to find parents or close relatives. In normal times, the child was usually sent to his homeland.
