Who is this information for?
Temporary protection is provided:
– citizens of Ukraine;
– family members of Ukrainian citizens (if the family lived in Ukraine until February 24, 2022);
– foreigners (who are not citizens of Ukraine) who were granted international or equivalent national protection in Ukraine until February 24, 2022, and their family members (if the family lived in Ukraine until February 24, 2022);
– foreigners (who are not citizens of Ukraine) with permanent residence in Ukraine (granted up to 24 February 2022), who cannot return under safe and stable conditions to their country or region of origin.

Slovakia: immigration information
What documents do I need for entry?
Anyone fleeing the conflict in Ukraine can enter Slovakia with a biometric passport. If you are traveling with children, take their birth certificates if you can.
How can I enter if I do not have a biometric passport?
The following documents will also be accepted when entering Slovakia:
– Driver’s license together with birth certificate, or
– Valid or invalid passport, or
– Valid personal identification card, or
– Another personal document with a photo together with a birth certificate
The authorities assess the situation individually in cases where people do not have a biometric passport.
How long can I stay in the country?
You can stay in Slovakia without a visa for 90 days in any 180-day period. Temporary protection is granted until March 4, 2023. The term will be automatically extended by another 6 months to a maximum of 1 year.
There are no requirements.
Where to register for temporary protection?
You can apply for temporary protection:
- When you enter Slovakia at the police station at the border crossing: the border crossings are located in Vyšno Nemečka, Ublja, Velká Slemence, or in the Humenne camp, if you do not have identity documents. The application can be found here
- Аfter entering Slovakia, at the competent police department for foreigners where you are: Bratislava, Danube Streda, Trnava, Trencin, Nitra, Nove Zamky, Banska Bystrica, Rymavska Sobota, Žilina, Košice, Michalovce, Pryšiv, Ružomberok. Opening hours can be found here . The Police Office for Foreigners in Bratislava, Dunajska Strada, Trnava, Pryševo and Košice accepts applications only from pregnant women, families with children (only if there is at least one child under the age of 6), people over 65 and other vulnerable categories of persons . For others, transport to the big center will be provided. The form can be found here .
- You can also apply for temporary protection at specially designated points (large centers) in Humenna , Michalovce , Nitra and Bratislava or Žilina .
Children must be present with you during the application process.
Before filing a police report in person, we recommend registering here . Thus, the police will already have your data and your application will be processed faster. The police department for foreigners works non-stop to process applications for temporary protection from Ukrainians.
Provision of temporary protection does not apply to citizens of Ukraine who already have permanent or temporary residence in Slovakia.
How long do you have to wait to get temporary protection status?
If you have a travel or other identification document, remember to bring it with you and you will be granted temporary protection immediately. If you do not have documents, the application must be processed within 30 days. In justified cases, this term can be extended for 30 days, even several times.
What are my rights while waiting for temporary protection?
All persons fleeing the conflict who are allowed entry through the Slovak border (usually with a Slovak entry stamp in their passport) are allowed a short-term stay of up to 90 days. Free public transport is available in some areas. The Slovak Republic provides temporary asylum, which includes accommodation, food, health care, hygiene and access to the labor market
If you do not have identity documents, you must apply for temporary protection at the Humenne camp. In this case, you immediately acquire the right to accommodation, food, health care and hygiene products.
What documents do I need to apply for temporary protection?
Fill out the form here (so far only available in Slovak). You will also need the following documents:
● Identity card: You must provide a valid document certifying identity and citizenship of Ukraine, and if you are not a citizen of Ukraine, then identity, citizenship and family ties with a citizen of Ukraine. The person can be confirmed, for example:
1. valid or invalid travel document,
2. identity card, or
3. driver’s license together with a birth certificate, or
4. any other document with a photo together with a birth certificate.
● If you already own a home, it is necessary to submit a confirmation declaration of all property owners about the provision of housing or a lease agreement concluded with the property owners (there is no need to notarize the signatures at a notary public).

What documents will I receive when I receive temporary protection?
Once the temporary protection is approved, you will receive a document confirming your legal stay in Slovakia marked DOČASNÉ ÚTOČISKO ( originally the documents were marked ODÍDENEC – if you have this document, you do not need to change it, it is still valid) which will confirm your status.

Can I become a citizen after receiving temporary protection? How long do I need to stay to be eligible for citizenship?
To become a citizen of the Slovak Republic, you must meet the following conditions:
● permanent residence in the Slovak Republic for 8 years;
● to prove one’s integrity within the limits defined by the Law on State Citizenship;
● demonstrate knowledge of the Slovak language;
● demonstrate knowledge of general information about the Slovak Republic; and
● submit all necessary documents in accordance with the Law on State Citizenship.
Can I move freely within the country and the European Union while under temporary protection?
So. After receiving temporary protection status, you can travel freely within the European Union for 90 days within a 180-day period. In principle, you must reside in Slovakia during the period of temporary protection, and if you change your address, you must notify the Aliens Police.
However, we recommend that you contact the competent authorities (eg the embassy) of the country to which you intend to travel regarding the entry conditions applicable in that country.
Can I apply for asylum while under temporary protection?
So. You can always apply for asylum, but you will lose your temporary protection status. Please note that if you apply for asylum, it is a long and complicated process that will not allow you to return to Ukraine while you are considered a refugee.
You can apply for asylum if you have a well-founded fear of persecution in your country of origin on the basis of your race, nationality, religion, political opinion or membership of a particular social group, and because of these fears you are unable or unwilling to return to that country, or if you are persecuted for exercising your political rights and freedoms.
You can apply for asylum at any border crossing point with the competent police authorities. If you are already on the territory of the Slovak Republic, you can apply for asylum exclusively at the Asylum Department of the Police Corps in Humenno.
In the Slovak Republic, there are 3 asylum institutions where asylum seekers are usually placed after they have applied for protection:
● Quarantine camp in Humenny
● Residential camp in Rohovets
● Residential camp in Opatovska Nova Ves
In general, an asylum seeker is obliged to stay in the Slovak Republic before receiving asylum. Foreign citizens who have been granted permanent residence are considered refugees. The Migration Department of the Ministry of Internal Affairs of the Slovak Republic is responsible for resolving issues regarding the granting of asylum or additional protection. Asylum seekers can work in Slovakia without a work permit only 9 months after submitting an asylum application, provided they fill a vacant position.
If I have family members outside of Ukraine, can I apply for family reunification? If so, how?
Yes, temporary protection can be granted for the purpose of family reunification:
● One of the spouses of a citizen of Ukraine who has been granted temporary protection (” Odídenec “), provided that they were married before submitting the application for reunification, and the person who has temporary protection gives his consent.
● Unmarried children of a person with Odídenec status and unmarried children of a spouse with Odídenec status under the age of 18.
● To other close relatives, except those mentioned above, if they lived with a person with Odídenec status in the same household and were fully or partially dependent on a person with Odídenec status.

Do I need to apply for a permit to be able to work? If so, how do I do it?
If you are granted temporary protection, you can work in Slovakia without any additional requirements. You do not need a work permit, but you cannot run a business or be a (self-employed) freelancer. If you want to engage in entrepreneurial activities, you must apply for temporary residence and obtain the necessary license to carry out entrepreneurial activities or create a company.
Am I entitled to unemployment benefits? How and where can I apply?
Any citizen of Ukraine who needs assistance can apply for benefits after the police department for foreigners issues an ODÍDENEC. The application in Ukrainian can be found here . You need to submit a document to the Department of Labor, Social Affairs and Family.
Refugees from Ukraine are entitled to the same benefits as citizens of Slovakia. The only difference is that Slovaks cannot receive child support if the children do not attend compulsory school, but Ukrainians can. Representatives of the Slovak Labor Office in Michalovets help Ukrainians to apply and provide comprehensive consultations on social security issues.
Currently, refugees from Ukraine are not entitled to housing assistance. Refugees from Ukraine with temporary protection status are also not entitled to public welfare benefits such as child benefit, childcare benefit, child care benefit, maintenance benefit, burial benefit or birth benefit. These state social benefits are provided to those who have a temporary or permanent residence permit.
Are there diploma programs and professional equivalency programs? How and where can I apply?
There is no information yet. Currently, the responsible institutions are preparing a project so that refugees from Ukraine can retrain and receive retraining and education.

Slovakia: information about housing
Yes, you can access social housing provided by the Home Office and local authorities. In addition, the charitable foundation provides hotel vouchers to families fleeing Ukraine through various partnerships. See here .

In partnership with Airbnb.org, IOM is also providing free and private housing to families who fled Ukraine after February 24, 2022, for up to 30 days. You can contact IOM Slovakia by sending an email with your name, phone number and the number of people in need of accommodation, or you can contact IOM on +421 915 135 654 Mon – Fri (9:00 -18:00). You will be asked to provide proof of identity and basic personal information during registration.
If I’m staying with friends or family for an extended period of time, what paperwork do I need to fill out to make it official? How can I get proof of residence?
Additional documents are not required.
If you change your address, you can notify the municipality or settlement in which you live. There is no need to return to a specially designated point or to the police for foreigners.
You must provide the municipality with proof that you have been granted temporary asylum (a document marked DOČASNÉ ÚTOČISKO or ODÍDENEC and a new proof of residence (e.g. a statement from the owner). The municipality will either record the change of address in the information system and issue you a new residence document, or will record the change of address in the document you submitted.
If I want to rent a property privately, what documents do I need?
You can rent housing privately with a passport or proof of temporary protection.

Slovakia: information on education
How to enroll your children (or yourself) in school?
You can enter the school directly by visiting it and presenting documents for temporary protection or explaining that you have applied for them. Depending on the grade you enter, the school may set exams to determine the child’s level. In Pryashov and Košice, education is available in Ukrainian, and there are Ukrainian-speaking school psychologists.
Schools and universities accept the following qualifications obtained in Ukraine: Diploma of a skilled worker, Diploma of a junior specialist, Certificate of basic general secondary education. If you do not have confirmation of your qualifications, you must submit an application for assessment to the Ministry of Education.
There is also the possibility of distance learning – provided by the Ukrainian side, i.e.:
- it is possible to participate in distance learning only within the framework of the Ukrainian education system, in this case the children do not participate in learning within the framework of the Slovak education system, or
- it is possible to participate in distance learning within the framework of the Ukrainian education system in the afternoon or outside school hours, if the children study in a Slovak school.
In case of interest in distance learning, it is necessary to contact the children’s school in Ukraine (that is, the school that the child attended), if the school organizes distance learning, or contact the International Ukrainian School for access to external education. The necessary information is available on the school website – https://uis.org.ua/ . In the case of graduates who are graduating from high school in Ukraine this year and are interested in receiving a Ukrainian high school diploma, such graduates should contact the school according to the above information, where they will then receive all the necessary information.
If I have a child with special educational needs, where can I go for help getting them into a special school?
There is no single process; this must be done individually.

How to enroll young children in kindergarten?
Visit the kindergarten of your choice and show your documents for temporary protection or explain that you have applied.

You can apply for a school meal subsidy in kindergarten and primary school. You can do this by indicating that you want this support and they will put you in touch with the relevant authorities.
From September 2022, children from Ukraine attending schools will also be able to receive subsidies for school supplies.
Other social benefits , for example
- care assistance for a child up to three years of age or up to six years of age with a long-term adverse health condition (only when performing profitable activities) ;
- state assistance for replacement of child care – one-time assistance for a child, periodic assistance for a child, periodic assistance for parents. In the case of repeated assistance to one of the parents, the request for such assistance arises if one of the parents who replaces is a citizen of Slovakia. If one of the replacing parents is a citizen of Ukraine, the requirement arises if one of the parents has temporary residence on the territory of the Slovak Republic.
Are there any benefits for pregnant and lactating women?
A pregnant student who is a citizen of Ukraine or a family member of a citizen of Ukraine and has ODÍDENEC status is entitled to a pregnancy stipend during the state of emergency declared in Slovakia in connection with the situation in Ukraine. Can I use the services of the state health care system?
You can take advantage of free emergency medical care by providing documents proving that you have applied for temporary protection. For additional services, see lower.
Do I need to register to receive health care, and if so, how?
You can register for public health benefits if you work. To submit an application, it is necessary to provide an employment contract, an identity card and a certificate of temporary protection. After that, you will receive an insurance card that will cover most medical services. Dependent children are covered by health insurance.

In general, according to Article 47 (2) of the Constitution of the Slovak Republic: “Everyone has the right to legal advice from the beginning of proceedings in courts, other state authorities or state administration bodies under the conditions established by law.”
In Slovakia, free legal aid can be provided, in particular:

Yes, Slovakia has a Public Defender of Rights (ombudsman). The public defender of rights is an independent body with the mission of protecting the basic rights and freedoms of citizens that contradict the legal order or the principles of a democratic state from the point of view of actions, decision-making or inaction of a public administration body (for example, the police, migration service, ministries, labor departments, social affairs and families or municipalities).
Foreigners who are currently arriving in the Slovak Republic through border crossings with Ukraine due to the military conflict can also apply to the Public Defender of Rights.

Slovakia: bank account and tax information
What documents are required to open a bank account?
To open a bank account in Slovakia, you must submit:
- passport; or
- proof of permanent residence in the form of an ID card with your photo, a permit for temporary residence in the territory of Slovakia or a permit to stay in the territory of Slovakia.
Some banks provide Ukrainians with various advantages, for example, a simplified account opening process, free maintenance of existing and new current accounts, etc. (for example, Tatrabanka – https://www.tatrabanka.sk/sk/blog/tlacove-spravy/pomoc-ukrajinskym-obcanom/ ).
When do I become a taxpayer in the country and how do I pay them?
You become a taxpayer when you have income from employment, business, other gainful activities or rental income. Information on taxation and tax obligations is available on the website of the Financial Administration of the Slovak Republic at https://www.financnasprava.sk/en/businesses/taxes-businesses
For customs, contact the Call Center of the Financial Administration of the Slovak Republic only, phone 048/43 17 222, option 5. Slovakia: other services
Where can I get help for an unaccompanied minor?
Unaccompanied minors entering Slovakia will be escorted by the border police and accommodated in the Medzilaborce center, where you will receive a temporary guardian. They will speak Ukrainian, help you with your needs and temporarily act on your behalf.
At the center in Medzilaborce, you will also be provided with food, accommodation or other necessary assistance (social support, etc.).
The temporary guardian will immediately apply to the court for the legal appointment of a guardian. The process is very fast.
Your guardian will apply for temporary protection on your behalf.
How and where can I apply for disability benefits?
Disability assistance will not be provided by the state, but by UNICEF and IOM. Such disability benefits will be provided to refugees from Ukraine to care for a person with a severe disability. The amount of such financial support is set at 508 euros per month.
ODÍDENEC who believe they are entitled to disability benefits must declare this during the UNHCR registration process.
UNICEF (for children) and IOM (for adults) will assess eligibility for such care allowance (disability allowance). This assessment will determine whether a person is eligible for Carer’s Allowance. This means that not all persons with disabilities will be entitled to this benefit (disability benefit).
People who are entitled to Carer’s Allowance (Disability Allowance) will be notified whether they have received it or not. People who are approved for care assistance will receive more information about when and how assistance will be provided.

– Free transport
The Slovak railway company introduced free trains for citizens of Ukraine who presented a valid passport or ID card. In trains with mandatory seat tickets, it is also possible to travel without a valid seat ticket.
Several Slovak regions provide free bus transport.

Vehicles registered in Ukraine do not have to pay for driving on the roads in Slovakia.
- Aid provided by international organizations
From May 2022, refugees from Ukraine have the right to financial support from the UN and the International Federation of the Red Cross, which will be paid to them from June 2022. Such financial support is incompatible with the provision of material assistance, and therefore, from May 2022, such persons do not have the right to a material assistance.
The amount of assistance is:
- 80 euros for adults
- 160 euros for children under 3 years old
- 60 euros for children aged 3 to 18.
The specific amount of support depends on the number and age of your family (household) members. The maximum amount of assistance is 380 euros per month.
If you are a recipient of financial assistance from the Department of Labour, Social Affairs and Family, and in the application for financial assistance you indicated a contact Slovak mobile phone number, you do not need to register again. UNHCR will provide you with financial support on 15 June 2022. In May 2022, you will be paid financial assistance from the Department of Labor, Social Affairs and Family.
If you did not provide a contact Slovak mobile phone number in your application for financial assistance, it is essential that you complete this information immediately or no later than 31 May 2022. This mobile phone number is required for UNHCR financial support. You can report the mobile phone number in person, by phone or by e-mail to any Office of Labour, Social Affairs and Family. You can find a list of offices and their addresses here . If you provide a contact Slovak mobile phone number to The Department of Labor, Social Affairs and Family will not have to do anything else, your data will be transferred to the UNHCR, which will automatically pay you financial support. If you do not have a Slovak mobile phone number, please visit the nearest store of any mobile operator (Orange, Telekom, O2, 4ka). You can get a Slovakian SIM card for free in big centers in Bratislava or Michalovac.
If you want to register with UNHCR in person ( or want to update data other than a phone number, such as place of residence, bank account, Slovak mobile phone number or are concerned about data protection or for other reasons), please make an appointment with UNHCR United Nations If you cannot arrange an online meeting, you can arrange it at UNHCR and UNICEF contact points (“blue dots” in Gabchikovo, Dunaiska 1376/6, 930 05 Gabchikovo) and in larger centers.
