All citizens of Ukraine arriving in the UAE from March 3, 2022 have the right to visa-free entry and stay on the territory of the Emirates in accordance with the terms of the Memorandum of Understanding between the Cabinet of Ministers of Ukraine and the Government of the UAE on the mutual cancellation of visa requirements dated November 2, 2017 (entered into force for Ukraine on 12/31/2017) https://zakon.rada.gov .ua/laws/show/784_002-17#Text.
The memorandum provides that
– Ukrainians who hold diplomatic and service passports with contactless electronic media (biometric passports), the validity period of which is at least 6 months, can enter, leave, transit and stay visa-free in the UAE for up to 90 days during every 180 days.
– Holders of passports of citizens of Ukraine for traveling abroad with contactless electronic media (biometric passports), the validity period of which is at least 6 months, can enter, leave, transit and stay without visas in the territory of the United Arab Emirates for the period up to 30 days.
– Citizens of Ukraine who use these documents do not have the right to work, engage in any professional activity or study in the territory of the United Arab Emirates, unless they have received permission to do so in accordance with the relevant laws of the UAE.
Thus, after 03.03.2022, Ukrainians can enter as tourists under general conditions. The law does not provide any additional protection or support for them.
Taking into account the humanitarian conditions in which citizens of Ukraine found themselves, a decision was made to provide the opportunity for citizens of Ukraine who entered the Emirates until March 3, 2022, to stay in the country for up to one year, provided that they undergo the appropriate procedure for extending their stay in the UAE (without paying fines for overstaying in the UAE).
03/17/2022 The Embassy of Ukraine in the UAE reported that, despite numerous official appeals by the Embassy to speed up the processing of the raised issue and determine the appropriate procedure, the Emirati side has not yet provided an official explanation.
In this regard, the embassy reported that the rules for extending the period of stay in the UAE, defined by the Emirati side in accordance with the Memorandum of Understanding between the Cabinet of Ministers of Ukraine and the Government of the UAE on the mutual cancellation of visa requirements, are currently in force, namely 30 days from the date of crossing the border and extending the period stay up to 90 days.
In the event that the stay was not extended, fines are provided (fines begin to accrue after 10 days from the date of expiration of the legal stay, i.e. you can stay in the UAE for 40 days without fines (https://u.ae/en/information-and-services/visa-and-emirates-id/visa-fees).
The Embassy of Ukraine in the UAE reported that it continues to work diligently with the authorized bodies of the Emirates to resolve the above-mentioned issue as soon as possible and will announce the results of the work on the official information resources of the embassy.
The Embassy also requests, in order to determine the number of citizens of Ukraine who arrived in the UAE by March 3, 2022, to send a scanned copy of the first page of the passport of a citizen of Ukraine for travel abroad, as well as a scanned copy of the page with a note about crossing the border of the UAE (or information about crossing the border UAE obtained from: https://smartservices.icp.gov.ae/…/client/ default.html…) to the email addresses of the Embassy of Ukraine in the UAE emb_ae@mfa.gov.ua and embuatotheuae@gmail.com.
